I've just read the bug report from Alexander Kotelnikov about not being able
to paste 8bit content in X. I have the same problem, only with:
$ env | egrep LC
LC_ALL=es_ES@euro
LC_CTYPE=ISO_8859_1
I don't know how can I help you reproduce the bug, or if it's only my fault and not a bug in xclipboard.
One more comment: when I write, say, "áéioú" in one term (rxvt), *I can* paste
it in the same term. But, when I open another rxvt, only "io" gets pasted (?).
