Bug#160182: ISO 8859-13 support for TrueType is incorrect

Interesting. That seems to cure the problem. Weird that it only occured
for ISO 8859-13, and not for any of the other supported encodings.

$ locate fonts.README
$

I did read the manual page, but it wasn't particularly helpful on this
issue.
