Bug#160182: ISO 8859-13 support for TrueType is incorrect

No, I do not have any encodings.dir files. What I run is:

  ttmkfdir > fonts.scale
  mkfontdir

All other encodings work fine except for ISO 8859-13.

Please note that these are all TrueType fonts.
