Euro symbol and Portuguese keyboard

I have the following keyboard section in /etc/X11/XF86Config-4:

Section "InputDevice"
        Identifier      "Generic Keyboard"
        Driver          "keyboard"
        Option          "CoreKeyboard"
        Option          "XkbRules"      "xfree86"
        Option          "XkbModel"      "pc104"
        Option          "XkbLayout"     "pt"

With this config I cannot produce a euro symbol using AltGr-e. Since Portugal
is part of the euro zone the Debian Euro Howto says this should suffice. It
doesn't. Should I file a bug report?
