xlibs initial-installation error, caused by tgif 4.1.34-2
It appears that the bug I'm observing in the 'testing' release has already
been reported against tgif (Debian bug #123557) and resolved (in tgif
4.1.40-2 and later, which are still only in 'unstable').
However, in case this diagnosis is of use to you:

Looks like the tgif package is causing /usr/X11R6/lib/X11/app-defaults to be
installed as a directory rather than a symlink to a directory:
