This is a Debian specific question, Debian has forked its own "startx".
I think it may have broken during this forking.
Specifically:
hugo@baboon[1]:~$ startx -- :2
Fatal server error:
Server is already active for display 0
If this server is no longer running, remove /tmp/.X0-lock
and start again.
