A little followup to my first email. I found the answer in
/etc/X11/Xwrapper.config, which I'm sure you know already.

The reason I was confused about the configuration of
the Xwrapper is the file /etc/X11/Xserver, which contains
these lines:
==============================
/usr/bin/X11/XFree86
Console

The first line in this file is the full pathname of the default X server.
The second line shows who is allowed to run the X server:
RootOnly
Console (anyone whose controlling tty is on the console)
Anybody
===============================

As you can see, this file implies that 'Console' is the
parameter that was being used by X, when in fact it
was reading the parameter 'Rootonly' from Xwrapper.config
instead.

So--is the file /etc/X11/Xserver an obsolete leftover?
