Need libpaperg in Build-Depends ?

Hi.

I have tried to build v22 locally, and found that it needs
libpaperg as well as described in Build-Depends currently.

Build log shows:

making all in doc/specs/Xext...

uild-tree/xc/doc/specs/Xext'

 /etc/papersize belongs to libpaperg package, so I think Build-Depends
in control file should include libpaperg.

I have checked v23 diff.gz, but it does not have libpaperg
in Build-Depends as well.
