Bug#948969: malformed URI in the wnpp pages produces "Tidy validation failed" messages

I didn't notice the activity on this bug, apologies and thanks to all 
who contributed.

I have updated the tidy script to re-enable processing /devel/wnpp. 
Should everything go well, I will close this bug in few days.
