Bug#1109021: www.debian.org: URL with ampersand to keyserver.ubuntu.com in /security/faq: validation error

Hello all

in */security/faq.wml we include a sentence "If desired, email can be 
encrypted
with the Debian Security Contact key (key ID <a
href="https://keyserver.ubuntu.com/pks/lookup?op=get&search=0x0d59d2b15144766a14d241c66baf400b05c3e651";>0x0D59D2B15144766A14D241C66BAF400B05C3E651</a>)."

This URL has an & on it and it produces the following validation error:

Line 219, character 57: general entity "search" not defined and no default
entity
Line 219, character 63: reference to entity "search" for which no system
identifier could be generated

I have tried the URL changing & for %26 but it does not work ("Bad request")
and also tried with &amp; with the same result.

How sould we encode the URL in our wml file? Not sure if it's our problem or
the issue is in the underlying software in keyserver.ubuntu.com (Honeypuck,
source code in https://github.com/hockeypuck/hockeypuck).
