Dear Maintainer,

<https://www.debian.org/vote/2021/vote_003_tally.txt> contains UTF-8 in
various DDs' names.

The file is served with "Content-Type: text/plain" and has no BOM, so
browsers have to guess the encoding.

Please consider serving the file as "Content-Type: text/plain; charset=UTF-8"
to ensure names are rendered correctly.

This is now fixed for 2023 and 2022. I will also the config for the
other years.
