The former one is for developer and the latter one is for user. Since this involves the Hams Team, we should definitely make them aware of it besides discussing on debian-www list. CC-ing Debian Hamradio Maintainers team (debian-hams@lists.debian.org): if Hamradio Handbook is indeed a separate documentation that once was provided on www.debian.org but missing now, it would really be a bug on current webserver setup.
