The text comes from the doc-debian package as far as I know. It's
at least wrong there too. That line was last modified by this GR:
https://www.debian.org/vote/2015/vote_003

Could you file a bug against doc-debian?

Yes, the website is the canonical one.  The doc-debian build infra in a way
refers to the website.  (I did an evil hack for last upload to speed up the
fix.)
