I wholeheartedly support moving to HTML5. And I think it's important
that our web pages validate.

Regarding the questions:
1) Let's start by changing the template and then fix issues as they come along.
2) Fixing the time datetime attribute errors will not affect
translations since the attribute isn't displayed.
Just make sure that the attribute isn't translated (any more) and the
value is "YYYY-MM-DD".
3) Since the goal is to move everything to HTML5, I would just change
it to "license".
