Looks like the mugshot package got fixed and will be available in the
release after buster. If xfce4-whiskermenu-plugin does not work at all
without mugshot, then please file a release-critical bug against
xfce4-whiskermenu-plugin to get it removed from buster. Alternatively,
file an unblock request bug against the release.debian.org
pseudo-package to get them to bring mugshot back into testing,
although since it got auto-removed before the freeze and didn't get
fixed until after the freeze, they might not unblock it.
