wiki web server is mis-configured.

When I browse to:

    https://wiki.debian.org/

The web page returned says:

    Forbidden

    <p>You are not allowed to access this!</p>"


OR when viewed as source, I see this:


    <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 3.2 Final//EN">
    <title>403 Forbidden</title>
    <h1>Forbidden</h1>
    <p>&lt;p&gt;You are not allowed to access this!&lt;/p&gt;</p>
