Bug#924333: FTBFS: missing czech/News/weekly/index.wml

Hi,

While working on rebuilding the website within stretch and buster, I've
noticed the following.

The build fails both in stretch and in buster due to a missing file
(czech/News/weekly/index.wml):

    make -C weekly
    make[3]: Entering directory '/home/kibi/debian-www/stretch/webwml/czech/News/weekly'
    make[3]: *** No rule to make target 'index.wml', needed by 'index.cs.html'.  Stop.
    make[3]: Leaving directory '/home/kibi/debian-www/stretch/webwml/czech/News/weekly'
    ../../Makefile.common:79: recipe for target 'weekly' failed
    make[2]: *** [weekly] Error 2
    make[2]: Leaving directory '/home/kibi/debian-www/stretch/webwml/czech/News'
    ../Makefile.common:79: recipe for target 'News' failed
    make[1]: *** [News] Error 2
    make[1]: Leaving directory '/home/kibi/debian-www/stretch/webwml/czech'
    Makefile:28: recipe for target 'czech' failed
    make: *** [czech] Error 2

This seems to date back to this commit:
  https://salsa.debian.org/webmaster-team/webwml/commit/0cbd1d8ebfa0d33b09d84e495a0c661e8830dabd

which is from 2007.

If fixing the missing index file doesn't make sense, the parent Makefile
should perhaps not recurse into that subdirectory?
