Thanks for reporting this bug, and sorry for the late reply.
The Debian Policy manual footnote url changed, I have updated the links
to the current footnote in the two files where the broken link was present:

(for the English files), and

It will be online in the next hours.
Thanks again, even when I couldn't apply the patch it was helpful to
