You can download the English EPub and plain text formats here, just
change '.en.' in the URL to '.de.' for German or one of the other
language codes.

You can install the debian-reference-en package and you will have the
English version of the reference in /usr/share/debian-reference/ with
HTML, EPub and plain text formats available. German and other
translations are available in the other debian-reference-* packages.

Debian website, please discuss it on the debian-doc mailing list:

I don't think there is a copy of the Debian Reference in PDF or
one-page HTML formats, if you would like to have those, please report
a bug about it against the debian-reference package.
