This is not an error (at the moment).

You are trying to access the release-notes for Debian 10 'Buster'
which are currently not generated, since the release of Debian 10
is far far away.

If you wanted to read the release-notes for Debian 9 Stretch, which was
released 10 days ago, use
https://www.debian.org/releases/stable/amd64/release-notes
