The commit message says:
"Add UTF-8 charset for all .txt files on ftp.d.o"


This is not strictly true for the old dedication files (2.2 release).
They are not utf8, but old legacy encoding like ISO-8859-15 for German.
So those old files don't work anymore (at least here with Firefox). But
the new ones (5.0 and 9.0 releases) work fine now, yeah!
Probably the old files should be switched to utf8 encoding...
