The build for ../security/2017 failed with

This is due to the Makefile being developed for the addition of DLAs, but 
there are no DLAs in 2017 directory.
I have reverted the Makefile back to the old variant before DLAs came up.
This fixes the website build (for now).
As long as DLAs are added to 2017, the today's commit has to be reverted.
Maybe the Makefile should be changed, so that it covers both situations?
