Bug#834977: debian-doc: Please update doc-debian to reflect new version of the constitution (1.7)

I noticed that the Debian website was still showing version 1.5 as "current".

I (manually) applied the result of the 2015/vote_003 GR 'Update Standard
Resolution Procedure' [0], to produce version 1.6 in the website repository.

Later I applied the result of the 2016/vote_003 GR 'General Resolution: Replace
"Chairman" with "Chair" throughout the Debian Constitution' [1], to produce
version 1.7 in the website repository.

I updated the historical versions too, to point to these new versions.

I committed my changes to the Debian website and now
www.debian.org/devel/constitution shows 1.7 version as current, and the other
ones as historical.

Later, I was warned in IRC about the need of update of debian-doc too. I've
read the changelog of the package, and noticed that 1.6 version was created
manually in the package (I checked that both 1.6 versions (the one in the
website, and the one in the package) match in content).

I've read the README.source file of the package and I see that the package can
be updated using the website repository as "source", using a build script, but
I'm not familiarized with the packaging tools, so I would prefer the maintainer
or other uploading-DD to do that.

Hence this bug report.

OTOH, I'm not sure if it's written somewhere which is the correct procedure for
further updates. I would say update the website and file a bug against debian-
doc as I'm doing now (providing a patch, if possible)? We can agree in a
procedure and write it down both in the package README and add a note/comment
in the corresponding website wml files.
