There are also the tools and supporting libraries needed to test-build
the pages, but in theory that should be a possibility. I just know that
most people who use git more intensively strongly discourage usage of
submodules. Maybe that changed, never worked with them personally, but
that shouldn't be a hard blocker.

Well, I somehow expect Translators to run make every now and then to
see if their translation is working properly. It's not something to
outrule completely.

Right. That's why I asked if there is a githosting solution that could
offer sending patches without having a checkout at all, and potentially
a way to build them without requiring a full checkout (would be useful
but I guess we can live without that part as long as we have a low
barrier commit possibility).

Then forget about shallow clones all together, there is no sense to
bring them up in the discussion if they aren't offering anything
functional, and are shorter. For something that I can't commit to
I just download the raw file from the webhosting of the repository
instead.
