[2] https://wiki.debian.org/Services I guess that once the possible issues are discussed/cleared, and there is human availability to do the work, they can coordinate with DSA to actually deploy the onion service. (In that case, the page https://wiki.debian.org/Teams/DSA#Interacting_with_the_team provides information about how to make a specific request to the Debian Administrators Team). Please be patient, all this work is done thanks to people volunteering their time!
