Please set the character encoding of changelogs

Hi,

For example the "Debian Changelog" link of
https://packages.debian.org/sid/dpkg leads to
http://metadata.ftp-master.debian.org/changelogs//main/d/dpkg/dpkg_1.18.7_changelog,
which is served without any charset declaration in the HTTP headers,
leaving the browser clueless.  Firefox displays it as ISO-8859-1 in the
end, not knowing that "the entire changelog must be encoded in UTF-8"
according to https://www.debian.org/doc/debian-policy/ch-source.html.
Please let the web server know about and advertise this.
