The changes on the page:
- 'Find a bug by number' is a title
- The last form ('Select bug reports on the WWW'):
 - separators are removed
 - the labels have a lower level (now <h3>). I wonder if it would be
better to just remove the <hx> tag for the labels.
 - the long explanation is merged for the 3 first line because I believe
they apply for each of them. Please correct me if I'm wrong.

The form is more compact so it's easier for have the big picture in my
opinion.

What do you think about it?
