Bug#802168: wiki.debian.org: on Bugs/Reporting aptitude command is used instead of apt

Indeed, aptitude is not installed by default. So the command will fail
if the user does not installed aptitude before hand. However, I think
this bug belongs to www.debian.org, so I am reassigning.
