This mail should actually go to debian-user. Nevertheless:

One approach is to use the bts command in devscripts. You can try
this:

bts select submitter:<oldaddress>

This will give you a list of all relevant bug reports (that are
probably not archived).

Then, for just say bts submitter <list of bug numbers> <newaddress>.
