Links to Debian Changelog appear to be broken

1. http://packages.debian.org/squeeze/emacs refers to
http://packages.debian.org/changelogs/pool/main/e/emacs23/emacs23_23.2+1-7+squeeze1/changelog
which does not exist at this time.

2. Because this changelog does not exist, downloading it in the Update
Manager fails.

3. While writing this email I noticed that my previous email with the same
title and similar content sent on Sat, October 6, 2012 06:46 never got a
reply.

4. Should I open a bug report? If so, where and against which package or
component?
