http://www.debian.org/doc/debian-policy/index.html has no changelog.

While this document is only a small part of the web site changelog is
crucial for this document.

Without one it is nearly useless as you can't tell what a package of
particular standards version must fulfill to be upgraded to current
standrads version.

The HTML version in now provided in top of the the text version that was
already available, thanks to the Debian Policy maintainers.

Almost done in debian-policy 3.9.3 (and there is work in progress to
make actual hyperlinks once converted to XML DocBook if I understood
correctly).
