According to the "Where to mirror from" section of "Setting up a Debian archive mirror",

ftp.debian.org is merely one of several servers that get updated from an internal Debian server. That address is presently located on a single server in the United States, and it still exists mainly for backwards compatibility.

According to http://db.debian.org/machines.cgi ftp.debian.org is actually on kassia and klecker, both at the University of Twente, Netherlands.

Do you know that, for such trivial change:
- you could avoid the overhead of BTS ?
- send a patch against cvs ?
- you could ask a alioth account and just fix the webpage yourself ?
