The note is outdated: purgelocales was an experimental hack which had a short life. The current package name is "localepurge". It does not "destroy" the pkg management and building system. The man page and the summary put it clearly: Please note, that this tool is a hack which is *not* integrated with Debian's package management system and therefore is not for the faint of heart.
