Bug#681295: packages.debian.org: should try to extract changelog and copyright from package metadata

We want to move the changelog and copyright files from
/usr/share/doc/<pkg>/ to the package's metadata (i.e. within control.tar
in the .deb file). You should thus try to look for the changelog and
copyright files there before falling back to the current location.

Since you want to extract both files, the best interface is probably
to use "dpkg-deb -e <file>" and get the "changelog" and "copyright" file
from the DEBIAN sub-directory.
