I'll second the first request, would be nice if that worked (again?).
Happens way too often that I forget to remove the # when pasting bug
numbers.
But I'd still prefer if the check and rewrite could happen server-side
and not depend on JavaScript, which seems like a kludge; since I don't
know the codebase, I have no clue if that's feasible.

But you shouldn't assume everyone to be using such a bloated
User-Agent ;)
