Bug#612649: wiki.debian.org: time information in edit mode

in the edit mode is a line "Other users will be warned until ...".

This time is not local(the time of the user) and have no time zone information(is it UTC?)
This line should be modified to:
-give a time zone and write the time one entered this mode      or 
-give the time one entered this mode and the time span.
