Done. If someone of d-i team feels the link is not the right one, change
it again, see command:
./smart_change.pl -s 's|\$\(DEVEL\)/debian-installer/translations.txt|http://svn.debian.org/wsvn/d-i/trunk/manual/doc/translations.txt|g' english/international/index.wml
