debian bittorrent tracker broken ?



I've installed Ktorrent on one computer and have attempted to download
the latest version of stable. However, this download isn't working as
ktorrent is unable to contact the tracker.

The ktorrent log states it is attempting to contact the tracker using
http://bttracker.debian.org:6969/announce?peer_id=-KT4020-XLjKMSCOc9g8&port=43114&uploaded=0&downloaded=0&left=4626774016&compact=1&numwant=200&key=685013993&event=started&info_hash=%15%ac%5b1%e7%d6%9d%a7%3a%9c%aeWQ%b6E%9f%f5'%d4%b5

Using Iceweasel to access http://bttracker.debian.org:6969/ does give me a list
of torrents on the tracker. However, trying the url logged by ktorrent makes
iceweasel spend 15 to 25 seconds waiting for bttracker.debian.org and iceweasel
then displays a blank page.

Also if I delete the last 3 characters of the URL (i.e. change the info_hash)
I do get an error message immediately 
d14:failure reason63:Requested download is not authorized for use with this tracker

Is there a problem with the debian bittorrent tracker ?
