Currently, it seems opencc is not available on www-master.debian.org.

This forces me to rebuild and commit zh-tw source files for DDP
maint-guide manually for every svn commit for zh-cn.

Considering needs to convert for other docs too, I request 
admin to install opencc package.
 opencc 0.1.1-1 simplified-traditional chinese conversion tool
