Indeed.
This is a consequence of DNS round robins combined with low TTL (300
seconds).
As a consequence, for every geographic zone with different sponsors, the
DNS TTL may expire between viewing a page and viewing the sponsor page
http://www.debian.org/sponsor.html
See:
http://git.debian.org/?p=mirror/dsa-geodomains.git;a=blob;f=zones/www.debian.org.zone;hb=HEAD
dig +short www.debian.org
194.109.137.218
213.129.232.18
141.76.2.5
As we want to keep the TTL low (allows better reactivity in case of
webmirror failure), the way to fix this behaviour may be :
* put only one webmirror per country/zone, to avoid DNS round robin
* change the sponsor link from http://www.debian.org/sponsor.html to the
sponsor url directly, without any intermediate step
