Regarding http://www.debian.org/intro/cn.en.html#fix ,
why don't you just have a cookie that is sent when one clicks
"This page is also available in the following languages",
and use that later, like Youtube, Google, etc. do.

That way the user needs not to muck with the browser.

I believe that your current suggestion assumes the user wants to read every website in a certain language,
not just the Debian web site.

Of course my suggestion assumes the user want to read every PAGE on the Debian website in a certain language.

 Because handling cookies would require to switch from static webpages
to a dynamic web engine, which would enhance the requirements for the
mirrors immensly and also the configuration of mirrors. See

 But the user themself know what languages they want and can read and in
which order - and this is why they should configure their browser
properly.

 I don't see anything bad with that assumtion.

 Exactly, and it would also mean that EVERY page would need to be
available in a certain language and that the user can't set anymore a
preferred ordering of which language to display when their primary
language isn't available.
