Which URL did you used ?
You can find, then download without troubles the several versions of
logcheck from
http://packages.debian.org/search?keywords=logcheck
Anyway, you certainly want to install logcheck on your Debian system
using apt or aptitude, the dedicated tools to install software on
Debian.
