The bug pages at www.debian.org do not fully describe the new features
introduced in the BTS system and described at 
http://lists.debian.org/debian-devel-announce/2005/07/msg00010.html
and
http://lists.debian.org/debian-devel-announce/2005/07/msg00014.html

Even though the reference cards have been updated there is no
detailed description of how these new features should be used.

For example, bugs should not be reopened if closed in an upload
to sid (as I was told by the RM) but should be marked closed to
only a specific version using the 'close #bugn version_fixed'

I think the BTS versioning is now clearly explained on BTS webpages.
