Thanks for reporting this, but I think it's actually a problem with
the software you're using to download the image:
http://www.debian.org/CD/faq/#small-dvd
Also, the CD images are created by the Debian CD team, so you should
report problems with them to that team via debian-cd@lists.debian.org.
