Don't commit between 11H30-13H00 UTC, cvs.debian.org migration

Hi,

the webwml cvs repository will move together with the rest of
cvs.debian.org at 12H UTC. So please don't commit to the CVS repository
between 11H30 and 13H00 UTC to let ut migrate and test the repo.

Notes:
- authenticated pserver users should switch to :ext: access with
  their -guest account on alioth
- the SSH key associated with cvs.debian.org will change and cause SSH
  errors, you'll have to cleanup your known_hosts file
