I failed in finding the broken link you mentionned.

Do you mean the "Debian New Maintainers' Guide" at
http://www.debian.org/doc/manuals/maint-guide/index.en.html
or "Debian Developper's Reference" at
http://www.debian.org/doc/manuals/developers-reference/index.en.html ?

Can you point me to the precise place you found the broken link ?
