Updated Hebrew Tranlation to Debian About

Hi All ! 
Took me a little bit less the a week to complete the translation to the wml file. 

I will appreciate if someone will commit it to the cvs. 

Also, since I don't know what is accepted here, I am not attaching the wml file here. 
If someone is willing to upload it, I'll send to his personal mail box.
