Refuse or you don't see any answer ?

To workaround that, you may try other debian.org mirrors, like
www.debian.org (debian.org doesn't point to the same server as www.d.o)
or www.de.debian.org, www.fr.debian.org, etc.

Certainly a bugger router on your ISP side that doesn't like window
scaling, see :
