link for Sam Hocevar on the right page.  His email address has a "+" in it,
which is not escaped and hence is treated as a space.  qa.debian.org
interprets this as wanting developer information for both "sam@debian.org"
and "deb@zoy.org".  This link should be escaped to sam%2Bdeb@zoy.org, which
qa.debian.org accepts fine.

This is now finally fixed for good.
I fixed this and then noticed that the fix only worked on my sid machine
and not on etch due to incompatibilities between Template Toolkit
versions.
