Bug#357304: www.debian.org: devel/testing should be updated for BTS version tracking?

It is implemented in the BTS, however to the best of my knowledge
britney has not yet been updated to understand version tracking (cc-ed
to aj for confirmation).

As far as I'm aware, that's still correct. Basically, when the package
moves in to testing, a record is made of the number of RC bugs open on
the package. That's then compared to the number open on the current
unstable package (minus those with the distribution tags mentioned) when
deciding whether the new version is ready to enter testing.
